What is Dharitree Assam?

Integrated Land Records Management System, also known as ILRMS Assam, is a portal of land records of the state. The Revenue and Disaster Management of the state launched this site for making land-related information transparent. The website has been named Dharitree and was launched by the Government of Assam on 7th October 2021. The portal is made accessible to the general public for easy registration, update, access, and maintenance of land records.

The portal of Dharitree also ensures the interconnection among the subdivisions, sub registrars, circle offices, land records directorates, and offices of deputy commissioners. The Dharitree Assam has made land records easy in the state and has eliminated all the hassles in between. Only around 26,000 records have been made digitised and available on the portal till now and more records will be made digitised in upcoming times.

Step 5: On the new page, enter the details asked, like the Dag number. Then, enter the correct captcha, and click on the ‘search’ button.

If you do not know the Dag number, you can also opt to search for the land records in Assam via the Pattadar name or Patta number.

How to check Land Records in Assam Offline if Not Available Online?

If the village name is not available in the list on the Dharitree services for citizen portal, contact the office circle of your area for accessing the land records. The reason for non-availability is that all the land records of the Assam might not have been digitised yet. Till now, around 26,000 villages have been updated on the ILRMS Assam portal. To get the physical copy of Jamabandi Assam, visit the nearest circle office to submit the required form with appropriate details.

What is Dag and Patta number?

The Assam land parcels have been allotted a unique number for identification by the government, known as the Dag Number. This number is crucial information to search the Jamabandi Assam records with ease. In the northern part of India, the dag number is also called as Khasra number.

When the ownership of a land parcel is passed from one owner to a new owner for a set time period, the new ownership is formalised using the patta document in Assam. The patta number is given to the owners for legal identity verification of land ownership. In 2021, Prime Minister Narendra Modi introduced a new programme with the Assam Government for the distribution of land allotment or Patta certificates to over one lakh landless people. This was done when the government panel mentioned that around 90% of the people do not have proof of their land ownership.

What is Mouza Assam?

Mouza in Assam refers to a locality inside a district or within a large sphere of an Assamese city. Mouza is not the same as Gaon (a village). A mouza can not be a single village. However, a group of villages can form a mouza.

Mouzadars are also allotted by the Assamese government on the sub-divisional or district level of the advisory committee. These mouzadars collect land revenue taxes from the mouzas in Assam.

NOC for Immovable Property

Certification of applications for selling, gifts, rentals, mortgages, and so on is accomplished in the jurisdiction's registration department. No Objection Certificate (NOC) form is required from the Divisional Registration for the enrollment of sale accomplishments, etc. If the District Registrar determines that the asset is available for all liabilities, the NOC is generally given in less than 30 (thirty) days from the date of proposal.
